It would be mounted at normal height so you can reach it with your hands.

Almost got it. It's a water dispenser. Water goes inside. When you're washing hands or face you move the metal rod up with your hand and it opens up a hole on the bottom, water comes out. When you let go it plugs the hole again with its own weight.

Very cool, CA. How much water would that hold? I've not seen anything like that before.
