I heard one of the city council - maybe Sentes - said they were concerned
the cell tower should be painted a special color so not to be so visible.

How dumb can anyone be? How is painting the tower a special coolr going
to make it safer for the people who live nearby?

By making it less visible, those who are predisposed to phantom symptoms will be unaware to act sick.

Look up placebo effect on a wifi-enabled laptop and let us know if you feel worse than if you do it on a desktop with a CRT monitor.

Sentes was meaning that the tower would be less visible if somewhat camouflaged; that's all. Nothing to do with the radiation situation. I tend to agree with her.

They could also perhaps consider locating the cel antennas on existing tall utility poles that Fortis put in on the East side of the valley. Fortis could charge some lease money to Rogers and Rogers would not need to acquire the land.

That sounds like a solution that is just too obvious so there must be something that does not work. Without the benefit of an advanced electrical engineering background, two things come to mind. First, safety with working on maintenance requirements in such close proximity of 15 thousand something volts and second, the magnetic field of those 15 thousand something lines might cause just a wee bit of interference when they are separated by only meters and not kilometers?
If it were doable, I think we would have seen a collaboration a long time ago.
