What is this?
Not saying this is a bad thing - I actually like it. What I am having trouble with is the line that says ..."the city approached them". I thought the city had RFP on these, am I am wrong? If this is the case, then the city can pretty well approach anyone and say "do you want to take this over?" Could this be another segment to the our mayor and council movie.
