What's with the camp at the lights in Armstrong?

So we noticed some tents and stuff on the greenspace on the highway right in town. A bunch of guys just sitting in the sun on lawn chairs. Tents and laundry hanging.

On an unrelated matter, I am trying to reach you regarding a previous posting you suggested people contact you about re a mobile mechanic. Was wondering if they were left overs from the fair. I see they have moved out of there now.
