So is Canda practically like a 3rd world country now!?

Why kin did nonesense is this? The thing is I cannot help but assume this kind of behaviour whilst being noticed is relatively being passed off the radar or still by all means tolerated.

It's BC, cold winter cities I find these addicts etc stay close to a hive, BC they seem to scatter everywhere. I think every junkies goal is to head west.

I've pulled up to a few gas stations where I wanted to go into but bailed caused someone was spazzing out on drugs, or prostitutes or whatever etc at the front door I could imagine a kid would be seriously spooked.

now while I feel bad for this girl and her family, seriously did no one teach her to look both ways before crossing the road im not downplaying the junkies by the underpass problem, but come on crossing the road is grade one page two stuff this is the pedestrians own fault

But, you are! And that's actually a key factor contributing to the accident. She run across the road in panic. That's when rational behavior takes the back seat. It's also called adrenaline rush.

Every kid has a cell phone these days. I hope other children call someone for assistance. I would certainly hope police are available to help a 13 yr old girl feeling threatened.

Most of the times, when called, cops only come to collect bodies. If threatened, in such circumstances, I would be scared too, let alone a 13yo girl.

That underpass was provided as a safe way for people to get from one side of a very busy stretch of four-lane highway 97 to the other, without walking quite a distance to cross at an intersection.

Many a kid who'd been told to get home from the beach by such-and-such a time would have taken that same risk.

We now have similar problems on some of the paths linking residential areas, including the usual paths students take to get to their schools.

These people are not actively threatening anyone, though. Their presence on the walking paths through green spaces and underpasses simply presents a potential threat, and people are unsure what to do. A kid in a hurry won't necessarily make good choices.

What 'Rango' asks is if Canada is almost a 3rd. world country because of our drug issues & I agree with his question ?
Having a 13 yr. old girl frightened because she feels unsafe in her community is not what should be allowed ?

Our whole system is badly broken & it's not serving our best interests anymore ?
