Did staff and council make the right decision?

I'm some what torn on this issue of new city bylaws with regard to the homeless. It is real and needs to be addressed. However, I'm not sure exactly how the best way to address this is. We are dealing with human beings and I know, there are many who say run 'em out of town, they're just addicts … but I really believe there has to be a change in attitude so that perhaps there is a win-win. I read the following story in another media today and wonder if council is prepared to take another look at what they are doing.
