What does it mean?

when you go to your live webmail to log in and see other people's names as login options when nobody else has used your computer?

You're 100% no-one has used it?
They are not names that you recognize at all?
Are they showing up in the drop down list, or as you type out your username?

One thing it can mean is that you have tried to log into their accounts from your computer and your computer has remembered your attempts.

well as i dont even know where you live it sure wasnt me.
it may just remember nicks you typed in to private message in the past.
im sure thats what it is, its just like the browser remember things you have typed before.

It means that you have PMed those people or typed their names in a similar dialog box at one point. Cookies save such info on your computer as a means of saving you time next time you PM them or fill in an another online dialog box.
