IMO it is because we see the images that we sense through our eyes with our brain. The brain interprets the series of dots that form images differently when we move images into the peripheral vision part of our brain where the amount of detail reaching the brain is significantly reduced.

Ever notice how your brain vision will scan over 100 images that it assesses as not posing a risk and come to focus on what it interprets as being a sign of potential harm ?? Survival of the fittest is hard wired into our brains.
