Out of province cell plans

Has anyone successfully managed to sign up for a Quebec based cell phone plan?

There's plenty of ads out there offering to do it for you, but these instructions also exist

Seems easy enough, but still...

Anyone have experience with either of these?
35mm photography is a job, medium format is a skill, large format is a way of life.

Check out Sask plans as well. I hear its difficult to switch over now without proof of living in the province you want the plan through.
