Thats SOO 80's . It will be a chip probably SC inject just like a dog.
It makes it more difficult to lose or alter ones identity that way.
But it should speed up the registration at the hospital when you cannot speak, you are just scanned as you enter and billed and treated accordingly. This would quite likely apply to all govt agencies to which the card or chip is programmed to use.

I was figuring only the criminals get the gps option since thats what they use now to track the wanna be criminals with their ankle programs.
Imagine that
RFID can already be database tracked and is, so GPS would have to be a pay option for someone else.
