Under is and always has been wrong. Putting it under places the sheet that much further from the "user" and the wall that the sheet is now up against can be a hindrance.

Over places everything closer to the user with uninhibited space behind it.

When I visit people in their homes and notice that they have their roll hung incorrectly, I do them the immeasurable service of correcting the egregious wrong before more innocent people are needlessly affected.

It's the only decent option really.

My tap in the main bathroom is backwards (hot and cold reversed). I cannot figure out how to take the tap apart and reverse so I'm going to buy a new one, and use the existing for target practice.

Does the spigot swivel? If it does then take it out (the complete tap set) and turn it around.

Most bathroom faucets are fixed but al you need to do is remove the two water supply lines under the sink and switch them to the opposite side. Reverse them if you will.
