Anyone know what this is ?
This item is about 6" long and at the maximum 3" wide.
I sorta thought it was some sort of shoe thing but, I'm doubting that.

Does the part in the handle move or rotate? Is that a piece of string? How is it connected?

Only the wheel moves. The sring appears part of the function vs, a product of the contraption.
The handle does not move or rotate.

That's the first thought I had, but it doesn't expand. It does have a "7" on it which could be a shoe size. It has "145.00" on the top (?)

There are lots that look close. Maybe from an unlisted country of origin? Referring to the numbers, that is.

So you know, the item was donated to a hospital thrift store, where my wife volunteers. They had no idea what it was.
