They were invented centuries ago, they are called dams and reservoirs. You may have noticed that reservoirs in the Kootenays are over full and the water is spilling over the spillway. Raising the height of dams is not always a great idea because people living beside the reservoirs get flooded. Water managers need to balance the downstream impacts as well as the upstream impacts. This is an unusual year with more water than usual. Do you build for the worst year (wettest) year or the driest year. There is a huge difference in cost and operation of systems at the extreme end of the scale. With the exception of the City of Kelowna,other Kelowna water purveyors get their water from upland streams and reservoirs, ie. Hydraulic lake.

The floods and droughts are happening each year it seems. Perhaps its time to adapt.
