Do municipal employees get a break on water usage?

While he's a nice fellow and otherwise a pretty good neighbour, there's a guy on my block who happens to be an employee of the City of Vernon and uses water like there's no tomorrow. While everyone else has to abide by water restrictions and put up with brown lawns by the end of July, he waters his nice green lawn almost non-stop, sometimes for three full days AND nights! I've complained to the nice folks at city hall to no avail, so I assume municipal employees live by a different set of rules than the rest of us. Anyone know if this is true or not? Do they get paid so much that expensive metered water is no problem for them even without restrictions?? Sorry, but this really irks me, especially since my complaints have fallen on deaf ears for the last five years.

Doubt they get a break, government job so they make much more money then you and I. Why don't you just ask the guy yourself why he ignores the water restrictions?

I thought about that, but I like to stay on speaking terms with my neighbours. He's a pretty good guy otherwise and I figure it's up to the city to enforce it's own bylaws, not me. All they need to do is send someone over to speak to him, but they've refused to do that, no doubt because he works for the city himself. Hence the question regarding getting a break, if not from the bylaws themselves then their enforcement.
