How fast can he possibly drive from one house to the next? Not very fast at all. As stated by many, call bylaw if you have a problem. Sitting here complaining to the rest of the world, is obviously doing nothing for you.

Seriously? Have you ever seen him? Have you ever interacted with him?
There are at least 2 other groups of people who go from house to house collecting bottles and cans.
