Duh! But where were the bylaw? It was a known issue so why weren't bylaw going to every house leaving reminders and threats of fines for non compliance.
Bylaw enforcement is complaint driven. Has anyone phoned?

It would be more effective if everyone phoned.
Our neighbour called bylaw officers regarding a parking issue on our street.
It is illegal to angle park on the boulevards.
The bylaw officer came out and spoke with a few of us.
He told the neighbour to have a look around the street and around the corner and note how many cars were angle parked, and there were lots - about one third of the residents. Some had even bricked in the boulevard and made a beautiful landscape for angle parking three or four vehicles.
The bylaw officer said that if he were to issue warnings to the people down the road, he would have to issue them to everyone who has vehicles angle parked on the boulevard.

So, the neighbour says "Are you telling us that bylaws are only enforceable when not too many people are breaking them?"
Basically, the answer was yes. No warnings issued. Everyone still angle parked against the bylaw.

lol majority rules is not fair? That is the definition of democracy.
That is a real interesting concept isn't it?

Fair is also subjective though.

If everyone put their garbage out before 9pm the night before garbage day, the bylaw is basically rendered useless.
Bylaw enforcement is complaint driven, but most often, so are the bylaws.
Some bylaws are arbitrarily created by council and staff to avoid problems in community, such as this one.
But when people don't obey them, the problems will persist.

We're not talking about a democracy here but I see you did get my meaning. Just because the majority are in favour of putting their garbage out the night before doesn't make it right. The few shouldn't have to put up with the mess.
