Stuff like this happens all the time.
It seems some people wont pay back money that isnt theirs no matter who they are screwing, whether it be a tenant or friend.

When I used to rent as a student back in the 80's...I did exactly what OP did...cleaned up my 1st place 1 million times better than the day I went in. Spent near 2 days,..even cleaning the window sills bewtween the window sliders....Then landlord found little items like snapped off drawer knobs that were snapped off BEFORE I was there, but I was too naive to take note of such things before signing. Landlord just wanted extra money to fix up the place better than when I went in.
What a p waste of time. Got back, like $20 out of $300.
Lesson to all renters: leave a rental like Honey Boo Boo's family lived there.
(I say this, b/c I'll never be a landlord & deal with such grief.)

Back in the 1980s an inspection report was not mandatory upon moving in and moving out. Cleaning inbetween the windows is the responsibility of the tenant. The rental does not have to be show room clean but reasonably clean. There is a guideline with respect to a move out clean. If the rental is not reasonably clean as per the guideline then it must be noted in the move in inspection report and brought up to that standard at the expense of the landlord. Nice take on the honey boo boo style clean. Not.

Interesting contrast in comments
On one hand you say don't show a landlord, or their property, any respect and then you say you wouldn't/won't be a landlord because of the grief/lack of respect shown by renters. At least you see its a two way street.
Ultimately it is up to the tenant how they chose to deal with their landlord. Just remember that good landlords with good places to rent want good references from your previous landlords.

It wasn't my intention that this thread should be contentious re landlord/tenant rights. My issue is...can she do this legally? From the postings and references I've read on this thread...it looks like she doesn't have a legal right to charge us for something that wasn't agreed to in the rental agreement. I'm not trying to get out of obligations...my final cleaning was done with old toothbrushes and Q-Tips...I got rid of the black mould which was there when we moved in.
She said yesterday that it is always her practice to have carpet specialists come in when she has rented to people with pets. Our 2 middle-aged dogs are completely house clean...haven't messed in any house since they were 8 weeks old. She is also charging us for basic water & garbage services even though the rental agreement includes them as part of the rent. As well, there is the denial of services for the dog run...our dogs were not to poo in it...ever...never! Although we were there...scooper in hand when they were in the run...catching feces almost before it hit the ground...not good enough...dogs must poo elsewhere and then be put in the run.
I'm not talking about the average landlord/tenant situation...this landord is wackadoo. She also wants to charge us to have a carpenter come in to replace a drapery bracket which fell down while we were asleep.
My thinking is that she just wants to get out of taking care of general maintenance and flog it off on us.

Unless agreed to in your tenancy agreement she can NOT claim money for carpet cleaning. As well she can just not take money off your damage deposit as she sees fit for any reason, unless you agree in writing or she was granted the power to do so by a disputes resolution officer. Did you get your DD back yet from her?

She has till February 15 to return our damage deposit. She was virtually silent during our walk through (protecting herself, I suppose). She did not point out any dereliction on our part - how could she - the old place glistened and gleamed.

Nickel and dime ya to death. If the water etc is clearly listed as included in the rent then, no you do not owe her a cent. A carpenter to fix a bracket again we all know a carpenter is not needed to place a curtain bracket. I would suggest that you take a picture of the wall where the bracket fell from, reattach the bracket yourself and fill the hole making it look decent. Ask if she has some touch up paint for you to paint the patch. If she will not begin to meet you half way ask when the last time it was painted and if it was more than 4 years ago then it is due for paint anyways. There is no mre usefull life left in the paint there is a guideline in regards to this. The reason I suggest that you do it is because then its done, nothing more to dispute. If she has any issues with any of this tell her file with RTB.

Did you leave her your forwarding address? If so did you have someone wittiness you giving her this?

Once I realized she was wackadoo...I corresponded only by email to have a record. I have written proof from her that she knew our permanent address in October.

Its been almost a year, and not a dime.
If they gave me a measly 30 cents a day, it woulda been paid back already, so its not that they cant afford to, heavens, this person can afford to smoke. The price of one cig a day... theres no trust or honour left anymore...
Yet this person is one who seems to know everything about everyone's ''rights'' in the system.
Just a scam artist.
