Weird structure on the Central Green site

There's a strange building on the southwest corner of the Central Green site (back left corner of the site if you're looking at it from the Richter side). It's a large building covered in what appears to be white plastic. I've never seen anything like that before, although I'm sure the explanation will make perfect sense.

Does anyone know what it is? Unfortunately I've never bothered to grab a picture of it, but I can't be the only one on these forums who's noticed it.

Central Green is what they're calling the old KSS site these days. The big box commerical area was the Central Park Golf Course.

I'm not sure what they are building but the white wrapping is to keep a constant environment inside so building can go on no matter the weather.

Sorry for the confusion...the Walmart/Home Depot complex is called Central Park. Central Green, as Catri pointed out, is the former KSS site...taking up the block surrounded by Harvey Ave, Richter St., Rowcliffe Ave. and Chapman St.
