I read somewhere today that because of Government Indigenous policies that the courts were told to give lesses sentences to First Nations offenders. Now, could someone please confirm if this is true or not?

Not punishing criminals for their crimes encourages them to commit more crimes.

I think you're partly correct.
By partly I mean to say that I think this separation of sentencing (another form of segregation by our illustrious...) is but one small component to a much deeper issue.
Poverty is the base of the actions taken by an uneducated, undeveloped, segregated, scorned, spurned and spit upon segment within a segment of a sick and twisted society.
There is SOOOOO much to this that it becomes impossible to speak openly and carry a basket of wisdom into the conference room.
Narrow minds destroy the basket before it even makes it up the stairs.
Open hearts and minds close upon recognition of those acting as sargent at arms each side of the entry.
It always becomes a room full of hate, speaking loud among themselves for the final pages of yack.

This is not on topic, but I felt it needed to be addressed.

I do agree that sparing this scum some time based on his bloodline isn't fair or just if you are playing within this sick society.
That said, I am also a supporter of healing circles and the ways of a culture much older than "Canada".
That's not to say I believe a healing circle is always the answer. Not at all. I just don't want to be confused with being against one method of justice over another.

Perhaps both are in order. Give him fair time behind bars, but also bring in his people to try to lift him up and out of the cycle, so upon release, he has support, direction and hope.

I dunno.
I just know that creating more segregation within this system is not looking just from my view.

Once the criminal has served exactly the same sentence in jail that anyone else would get for the same crime, the natives should be welcome to invite him to whatever ceremony they see fit, at their own expense.

Sure, exactly the same, but different in this way:

While Suckerpunch the Bucktoothed MMA fighter hangs out with Peter and Willy at the outdoor gym, talking 'bout whatever comes up, my man Ravenhoof here is getting some spiritual guidance from his Elders.
When Suckerpunch goes to bible-thump class, my man Raven speaks with his medicine man about relations with Mother Earth.

I'd have no issue with a different set of teachings offered in the can, but I agree, there needs to be a sense of balance to create a sense of equality.

Less division.

We are the same.
