It looks like it is only the lane coming into town that is blocked, and there is also a police vehicle in that lane mid span.

Sounds like the guy played bumper cars with vehicles slowed by traffic trying to get away. Guy would be fortunate to have police catch him first because he'd be taking a swim in the lake if a few of us like minded people had got ahold of him.

Passenger was taking video just leaning over to get the shot....

I would have thought what was occurring on the bridge would take precedence over how the footage was being recorded. Tied up a lot of people.

looks like the passenger must have been either sitting in the driver's lap or at least leaning totally across the driver.
Maybe the cops should have had some officers on the westbound lane watching for people on their phones, either to nab people taking videos or calling someone to say what's going on.
Amazing their wasn't a fender bender heading out of town.

Precedence?
Getting across the bridge safely without causing yet another reason for traffic to get backed up (like rear ending the car ahead or running over a traffic control officer while you are filming) should take first, second, and last precedence.
Not just my opinion.....its the law. Having my vehicle rear ended by a driver on their phone last year has left me a little sensitive...I will admit.

Company logo on side of truck can be seen in mirror of video poster. May regret taking that video. Good find though ferri.

Hope all this isn't for nothing like the last time a police chase occurred on bridge and guy was released on bail shortly after.
