I agree that it appears the evacuation order was some done around the time the EDU arrived from the coast. Prior to them arriving, nobody would be handling the device which means the public was at no time at risk. Once the EDU attends, we can be sure that they will be handling the device to dispose of it and at that time it would appear to be appropriate that an evacuation order occurred.

Prior to the EDU getting there, how did anyone know the public was not at risk?

Did the OP notify their co-workers? Did the OP go running and screaming from the building? Did the OP calmly and quietly walk out the door and take refuge at a safe distance without telling anyone else?

Assuming that the police made that determination, they would have known that the public was not at risk because the necessary components to make the dynamite a threat were not there, and that the item itself was not going to be handled.
