I dont think it would change the look though - and im not sure tourists would be concerned with technicalities.

The City of Kelowna would not want to pay another jurisdiction to put up another Welcome sign - doesn't make sense.
Truths can be backed up by facts - do you have any?

Im not sure about that. They may feel the payoff with regards to the type of exposure, is worth it.

...ive seen billboards set up here by many other jurisdictions, states, provinces, etc in past, from Osoyoos to Las Vegas.

It pays to advertise.

Advertise yes but putting up a sign that says "Welcome to Kelowna" in another jurisdiction could easily confuse people.

out of towners already get West Kelowna confused with Kelowna...

I'm from the South - where is that sign above located with regard to Rutland? Close or far away - I can't recall.

I wasnt really talking about a "Welcome" sign per se but rather a Hollywood style setup so that we could better project the glitzy, glamoury image for which we have created.

...besides, by the time you saw the glitzy Kelowna sign shining down on you from the bluffs, youd already be well passed any "welcome sign".

Welcome signs are so patronizing anyway. Once the tourist himself lands in town and reads the local online chatter, he'll soon realize no one really wanted him clogging up their town in the first place. :D
