A competent installer would have installed a shut off valve ahead of the solenoid valves so it can be shut down from outside.

I doubt that would work here. It is most likely a such solenoid causing the problem. I'll be a good neighbor, but I'm not diagnosing and repairing his irrigation :)

It's obvious that you're a good neighbour.
But if you cannot shut off the water by any other means, disconnecting the wires to the solenoids would most definitely work, they'll automatically turn off.
But I guess it's a moot point now seeings that you already got the water shut off.

I don't mean to argue, but that just isn't true. I know from experience it isn't true. The most likely problem is the solenoid is not closing. Closed is its discharged state. Disconnection the wires prevents electricity from OPENING the valve. It does nothing in what is likely the case here.

With properly functioning valves, disconnecting the wires closes the valve if it is already energized in an open condition.
To your point: you would only be right if the valve is malfunctioning and staying in an open state, then also having access to the control panel would have no effect either.

Exactly right. Its possible that the controller is malfunctioning, but from my experience it is far more likely to be debris in the solenoid itself. Either way, turning off the water is appropriate.

It is metered, so they'll pay. I don't think punishment is in order... this clearly isn't something they've done on purpose.
