Maybe they should be exempt from fire services when required also.

Maybe they don't need power as that would be the reason they need fire is to cook.
I think it's time someone puts their foot down.
IF they can't make the changes, go back to the old ways. I do like your idea of no fire services as well.

This is not accurate. Understand before you spout off.
"As a result of the extremely dry conditions and extended period of hot, dry weather that has boosted the fire danger rating to extreme, local fire chiefs have decided to implement the total ban on campfires within all local government fire jurisdictions in the Regional District of Central Okanagan including Westbank First Nation, the City of West Kelowna, District of Lake Country, District of Peachland, and the Central Okanagan East and West Electoral Areas. Campfires are not permitted at any time within the City of Kelowna.
West Kelowna Fire Rescue will work with Westbank First Nation Law Enforcement to ensure that ceremonial fires on WFN lands are respected, when and where required and undertaken in a careful manner."
Before giving someone a piece of your mind, make sure that you have enough to spare.

So they are exempt.

There is a campfire ban on WFN land.
It's possible to do all the right things and still get a bad result.

Ceremonial fires are lit when a band member passes away. It is constantly monitored and put out before the funeral.

No one said that was a ceremonial fire. It could have certainly been illegal.

They have had fires there during bans for years.

How would any of us know the answers to your questions?
Also, just because a fine may be levied, doesn't mean that it is. (The same is true for those stopped for speeding and other infractions.)
Was the fire extinguished at Whiplash by the fire crew?

Some people seem to know everything.
I doubt the whiplash crew had anything to do with extinguishing the fire though.
I guess fines depend on WFN and their willingness to cooperate and enforce when and where they see fit.
They should be fined and charged for having WFD respond if that's the case.
I don't know the circumstances of last nights fire or who attended.
I do know they play by their own rules much of the time and so do most people.

Okanagan Indian Band has had a campfire ban since July 7th.

They are probably willingly cooperating with WFD and COWK and all other bodies, which they should.

They obviously can not ignore the fire ban or risks involved when they have however many thousands of non natives living on lease land.
I can tell you one thing though, I have attended fires on Native land with Natives during fire bans.
I have also been present when enforcement arrived after a call.
