After watching the clip I have determined that an arsonist started the fire.

That is the only area to put the pallets, plus I think there the blue Chek pallets. Min 10 return, sometimes you have to get them to pick them up, and that can take 2-6 weeks at times. Med market is very busy, it can be an easy 10 pallets a week.
Other then fencing the place in, not much he can do.
