Why yes those are all great examples of people with extra money. Your end bit though is a hyperbolic argument to distract from the actual conversation taking place. What we're talking about here is a piece of land earmarked for public use, and some people have requested it be used only for people with boats. No everyone doesn't need to live like a middle ages surf but nobody was proposing that at any point here.
