How could the judge do this? Doesnt seem like the right decision to me

The judge that makes the call is the one who knows the details of the crime and the person accused. Based on that information he/she makes a decision whether or not this person is dangerous to other people or is a flight risk.

And if he wasn't granted bail, people would complain after his sentencing (assuming he is sentenced) about credit for time served.
When someone says they pay taxes, you know they're about to be an ******e.

Not saying I agree with the bail, but I wonder if the concept of "presumed innocent until proven guilty" has anything to do with it.

Judges generally need a really good reason to deny bail. Denying bail is essentially keeping someone in prison who hasn't been convicted of a crime, so the standard for justifying that is pretty high. As Even Steven said, flight risk, or posing a further risk to the community, tend to be the only reasons. Even that couple in California who locked up and starved all their kids, weren't denied bail. The bail amount was incredibly high, but they were not denied bail. Remember too that bail usually comes with conditions...curfews, restrictions from certain areas, contact with certain people, possession of certain devices, etc.
