Unfortunately, anyone who is ''addicted'' or, has a major disability does not make for a reliable/good employee!
Seniors on the street are sick and too frail to work.
We need housing and resources for helping.

Despite all the evidence to the contrary, many people are under the impression that spending as little as possible to directly deal with the chronically homeless saves us money. All that does is push the responsibility downstream to more costly care options such as the hospital, courts and jails.

What do you do with people that won't adhere to any rules? That's a major question that should be asked at all levels.

Never a bad idea to develop a strategy for dealing with the exceptions but that shouldn't stop us from implementing a cost effective plan designed to deal with the majority.

I wonder if there are that many exceptions. Too many stories of those not wanting to use shelters because of the rules.

One needs to understand the atmosphere in a Shelter!
Some of homeless have addictions, mental health issues , are gang members and some have disabilities....or they have been displaced for one reason or another?
'Sleeping' in a shelter is not the easiest thing to do!
and frankly, its a little frightening to say the least!

I can imagine what it is like to have to seek shelter.
Forced to sleep in a room full of strangers.
Some are thieves, some are mentally ill and you don't turn your back on them.
Some are drug addicted and could change personalities in the wink of an eye.
You are given a cot with a plastic wrapped mattress.
Your nearest bed mate could be suffering from an infectious disease, smells really bad, and/or snores in the decibel range exceeding a jet aircraft taking off.
You don't dare snore yourself, because your bunkie might slit your throat for doing so.
You can't allow yourself to fall into deep sleep (REM), because that is when you will be the most vulnerable.
You may have to defend your presence there with physical confrontation.
you don't know if you might wake up to some strung out, whack-a-doodle trying to rape you in the middle of the night.
All you want is a warm,safe, place to sleep and a hot meal, none will offered. YES, I can understand that sleeping in a sub-grade, utilities vault might be a better alternative to what is currently available.

Since the laws are provincial or federal, we can take that point out of the equation.
Now, do the addicts come here for the mild weather and free handouts? OR Do they come here because the dealers come here for the weather, clientele, and fun?
Do the dealers come here to supply the users and enjoy the pleasant atmosphere during the warmer months or do the addicts come here because of the availability of the drugs?
It becomes, "What came first". The chicken or the egg?
