Renew your dog licence
If licensing of dogs has been such a help to taxpayers, maybe outdoor cats should be licensed as well. Might also help the owners that have missing posters relocate them as well since they are not kept in their yards.

Do the homeless that have dogs, do they pay for a license or the fine. Let see if Bylaw do any action there I think not they dont do anything else anyway.

You would have better luck fining the dog for their guide human not being licenced. Fine it for not cleaning up after it's pet too.

I'm always amused by the people with the "I'll license my dog when they start licensing cats" argument. While I don't totally disagree that cats should be regulated, I doubt any who claim that argument would licence their dogs...they'd just find another argument.
And how would you license a cat? Cats slip their collars easily. Attach it to a tattoo or microchip? Nope. Tattooing and microchipping is optional. Shocking how many people decline. And its done at yome of spay/neuter ehich many irresponsible people decline also. There's an extra $20 charge after all.
Plain and simple. Cats should be kept indoors. There is no reason to let them roam. Indoor cats are safer, happier, heathier and live longer lives. Unfortunately cats are viewed by many as 'disposable' pets like goldfish and hamsters and they are allowed to wander, stray, are abandoned, abused, allowed to reproduce uncontrolled and contibute to Kelowna's feral cat population. If you're not prepared to keep a cat indoors or in a secure outdoor enclosure then don't get one.
Laws should be changed to make the papers you sign at time of adoption from the SPCA or other rescues legally binding. The documents state that the cats will not be let outdoors. People check it off, agree then take kittyhome and let it go. It should be a binding document with consequences if the cat is found as a stray, roaming or abandoned.
So, instead of arguing the cat vs. Dog argument and refusing to pay for licencing based on that, how about promoting changes in how people care for their animals and help change attitudes and come up with feasible solutions. I agree something neds to be done about cats, but there's no easy answer until people change their attitudes.

That covers an indoor cat living in a condo. Ever been to a farm? Also cats benefit greatly from being outdoors, are less stressed and happier to "be a cat", you know, chase bugs and eat grass.

The feral cat problem is a human caused one. Some cities do have feral dog problems. Just because we don't have one here that fiexnt mean it doesn't exsist.

Studies have shown that indoor cats are happier and less stressed. Butbthat is not the real point of this thread. My point is if people are going to use the cat vs dog debate to resist licencing the then there needs to be feadible solutions. The only one I see is cats being kept safely indoors.
PS. Ive had cats my whole adult life. All indoors only. Live happlily, in houses, not condos, and lived on average 18-20 years without a care in the world . I also grew up on a farm. An outdoor born barn cat is far different from the more domestic city cats. And ferals are different from barn cats. I work with a rescue. I actually DO know what I'm talking about.

Well they have taxes on just about everything so why not add a percent on all pet food/products then every type of animal would be covered.
Then you would just need to print a tag in case they get lost.

In my neighbourhood we've seen an increase in cats and a decrease in rats. Im not going to complain
