Campbell Mountain Access Road

Does anyone know why the entrance has a big trench dug across the road and there's a sign saying private access? I thought that this was the only way to service the radio/microwave tower, and was public access.

I have been told that there is no legal access or right of way to the top of the mtn and that the first few hundred ft of road is actually on private land. Abused it and now we"ve lost access!
