either make every vehicle pay to park at the beach or have no vehicles pay. parking in any established parking lot should be free, I have never seen any bylaw officer ticketing vehicles before, there isn't even a phone number at parking locations to call a bylaw officer to make a complaint. It is a money grab, pure and simple.
