Any truth to water running over Revelstoke dam?

Dams have a spillway built into them. They can be opened when the water level rises, and closed when they need to conserve water. At what time of the year would they open the spillway? Right around now, of course, when the runoff from snow melt is greatest? The spillway can release far more water than can flow in from snow melt, or rain.

There is no way that the huge amount of money for dam would ever be invested without including a spillway.
