You'll notice that the GUIDELINES on privacy from the Commissioner are GUIDELINES, not laws. And they are meant as a PR exercise.

If our government really, really wanted to protect our privacy, they would have made laws, not guidelines. Guidelines are nothing. They make people think that they have privacy, while at the same time giving them no protection. Never trust a government who give you guidelines. Only believe laws.

If you dont want people looking in your windows (via video!) close your blinds !

I think the OP may be looking for a solution to his problem. And I'd say most of you would also be feeling upset if something like this happened to you.

I put up cameras on all sides of my home and I was meticulous in making sure that no part of my neighbours homes where in view.
I even invited them in to see for them selves as I cycled through the cameras.
Anything less is just a plain ignorant neighbour.

Dickish but completely legal. The onus is on the homeowner to create a private space. If you want privacy, close your blinds. This would never in a million years get to court. The court wouldn't spend longer than 10 seconds deciding to decline considering it.

Yeah, don't do that. You'll be the one ending up with tickets and/or in court. A camera has no emissions. It's rude and not very neighbourly, but fundamentally it's just capturing what is already there. A laser pointer shining ONTO property is very, very different. Laser pointers outside are taken very seriously especially re: reflections and planes. Don't do it.
