RCMP charge 21 yr old suspected serial killer

Story about good work done by Prince George RCMP. All started with two rookie members stopping a suspicious truck.

A young British Columbia man who was charged with first-degree murder last year in connection with the death of a teenaged girl is facing three new homicide charges, police announced Monday.

Cody Alan Legebokoff is currently awaiting his first-degree murder trial in connection with the death of 15-year-old Loren Donn Leslie. The visually impaired teen's body was found off Highway 27, near Vanderhoof, last November.

RCMP announced Monday that after a nearly year-long investigation, Legebokoff is now facing three additional charges of first-degree murder in connection with the deaths of three other women:

Jill Stacey Stuchenko, 35. She was reported missing from her home in Prince George on Oct. 22, 2009. Her body was found four days later in a gravel pit in the city's outskirts.
Cynthia Frances Maas, 35. Police found her body in LC Gunn Park, in a remote part of Prince George, on Oct. 9, 2010. She was reported missing by friends on Sept. 23 after they had been unable to contact her for several weeks.
Natasha Lynn Montgomery, 23. Originally from Quesnel, she had been living in the Prince George area, and was reported missing on Sept. 23, 2010, after her family had not heard from her for a number of weeks. Her body has yet to be found.

All three women left children behind.

In a statement, RCMP Insp. Brendan Fitzpatrick, of the E Division major crime section, said the new charges stemmed from Project E-PRELUDE, a joint investigation of the North District major crime unit and the Prince George detachment's serious crime unit. It also involved staff from other RCMP divisions, as well as a forensic specialist from Pennsylvania.

News of the charges were met with relief among some families of the victims, including the father of Loren Leslie, who praised police.

"For us, they've done a fantastic job and I'm sure the other families would agree they're doing a fantastic job," Don Leslie said Monday.

Fitzpatrick said investigators and victim support service workers spent the last 24 hours with the victims' families to notify them of the charges.

"It was evident by our meeting yesterday; these women were all very vibrant, talented and loving. They were all mothers, daughters, and aunts and possess large extended families who miss them tremendously," he said. "The families request privacy at this very sad time.

Fitzpatrick said he could not provide full details of the investigation.

He did say that "a number of search warrants were executed" at two residences in Prince George that are linked to the suspect. Police also examined the black pick-up truck Legebokoff was driving around the time of the Leslie murder.

Earlier this year, police also interrogated more than 140 local cab drivers, including asking for DNA samples, in connection with the deaths of Maas and Stuchenko.

Investigators are asking for the public's help, and released a picture of both Legebokoff and his truck in order to get more information.

Not much is known about the 21-year-old, although he was a member of his high school ski and snowboard team, and played minor hockey.

Fitzpatrick said Legebokoff worked in the Prince George area and had friends there.

"A lot of people are surprised by this," he said.

Police also described the accused as "an avid user" of social media, including online dating sites, to correspond with friends and meet women. He often corresponded online under the name 1CountryBoy.

Police also said Legebokoff lived in Lethbridge, Alberta between June 2008 and August 2009. But investigators say there are no unsolved murders in the area from that period.

For years, women have been disappearing along Highway 16, which runs through Prince George, but police have not linked Legebokoff to those disappearances.

That was the first thing I started thinking about when I first read about this story.

Lets not forget the Conservation officer who assisted and actually found the body.

the guys only 21 I doubt hes connected as alot of those go back to late 78 -mid 80,s

Very sad for these families, however I am glad that the police were vigilant and found the accused.

True enough, but he could be connected to some. We don’t know if they’re all related. No special or specific reason to believe they are, and this guy could have been killing people in the area since he was old enough to drive. He’s alleged to have murdered one girl who was fifteen and three more women in their thirties. There’s a bit of variance in victim typology there (other than the fact they’re all female), and we should not be surprised if there are more than four victims.

I see where a recent article in Castanet indicates the Judge and Lawyers expected the trial to last eight months and were surprised that the trial was proceeding "ahead of schedule" due to certain evidence being admitted without the usual theoretical debate. Also known as billable time.

If the rest of the world operated at the same speed as our infamous criminal court system society would still be debating whether mankind could make a machine that could fly through the air. About half of the time will no doubt be spent deciding if the police had reasonable grounds and used reasonable force to collect the hundreds of exhibits they have collected. The other half of the time will be spent theoretically debating whether the evidence should be admitted into evidence.

What a farce they have made of what used to be a good criminal court system.

I see where, three months into his trial, the accused has conveyed the information to the court that three other persons were part of the murderous crew. And that at least one of the girls was killed because she owed drug money.

In the criminal drug world that means that she was working her drug debts off as a prostitute. Which in Prince George means that person X, person Y and person Z were in all probability drug gang members from the gang that controls cocaine in the Prince George area.

Unfortunately the accused, being the snivelling little gutless coward that he is will not give the names of X, Y and Z because he does not want to be known as a "rat" during his lengthy stay in jail.

Interestingly when Nicole Hoar went missing there was a party for criminal drug gang members in a field west of Prince George the same weekend that was said to have been hosted by criminal drug gang members from Prince George.

It appears that this is one case where both the police and the presiding judge got it right. The maximum sentence permitted by law.

How we came to have an asinine law that permits a person who has killed four people to apply for parole after 25 years and every two years thereafter is another matter entirely. Thanks to PE Trudeau and his band of zealot left wing liberal radicals that took enforcement rights from the police and gave them to defence lawyers and their multiple killer clients.

Another tragedy led by the people in black costumes.

Do you really believe those individuals exist? Aside from Mr. Legebokoff's testimony, there is not a shred of evidence linking any other person to these murders.

To Jay Bird ...

I positively KNOW those people exist and are associated to almost every criminal drug gang. I DO NOT know all of the four murders he plead guilty to being involved in had the same drug gang pattern but i have seen enough victims beaten to death or left for dead to recognize it as part of the criminal drug gang world of threats and intimidation.

I also seriously doubt that all of the girls that were killed by "them" have been accounted for or that the punk had the balls to carry out the face to face murders without someone holding his hand.

I assume that like most of his type he admitted to nothing except what he knew the police could prove. His goal was to stay alive in jail and IMO anything he said was balancing trying to excuse his behaviour to the extent possible and staying alive in jail. Ratting out any of the major criminal drug gang members usually equals death or years of isolated detention.

Given his crimes there is no way in hell that the police would ever consider him for the Witness Protection Program which is what happens with gang members who co-operate and are *NOT* an integral part of the major crime that they testify about.

To clarify, I meant, do you think "X Y and Z" are actual people and not just something he made up to somehow help his case. I don't doubt that these gangs exist or that they operate in this fashion. However, you answered the question anyway.

I have no personal knowledge of whether x,y and z exist in relation to the four murdered girls.

Interesting that two serial murderers have now been identified as being associated to Fort St James. Three young girls killed in Prince George a few years back and now this latest piece of trash who was involved in killing at least four that the police had evidence associating him to.

At the time Nicole Hoar disappeared there was a "gang" drug party on a place west of Kelowna. She was hitch-hiking west of PG on the road between Prince George and Fort St James when she went missing.

Hopefully someone will have a chance to get to him in jail and "discuss" the error of his present decision.
