BC violent, female offender plans to live in Vancouver

A former Simon Fraser University student who was convicted of torturing and killing animals and admitted to wanting to kill homeless people has been released from jail and will live in Vancouver.

Kayla Bourque, 23, was convicted in November of causing unnecessary pain, suffering or injury to animals, wilfully and without lawful excuse killing animals, and possessing a weapon for a dangerous purpose. Child pornography charges she was facing were stayed.

She was sentenced to one month in jail on each of the charges, but had already spent six months in custody by the time she was sentenced. The judge then ordered her to serve an addition two months in custody, in part so probation officials could prepare for her highly supervised release.

The former SFU criminology student has admitted to taking delight in killing animals and fantasizing about shooting homeless people. Several psychologists who interviewed Bourque found she showed no remorse or insight into her crimes.

On Monday morning, B.C.'s Ministry of Justice confirmed Bourque was released on probation after serving just over seven months in custody.

"Bourque has an escalating criminal history," said the public notification issued by the ministry. "She has offended violently against both people and animals and is considered high risk to reoffend."

She will be closely monitored by authorities and will have to abide by 46 court-ordered conditions that will severely restrict her movements and activities, said officials.

Under the conditions, Bourque is not allowed to have anyone in her home from 6 p.m. to 6 a.m., and anyone who does visit must be made fully aware of the charges she pleaded guilty to and their circumstances.

She can't associate with anyone under the age of 18 or access the internet. She is also banned from possessing duct tape, hypodermic needles or knives.

Bourque is five feet four inches tall, weighs 130 pounds, and has black hair and brown eyes.

One psychologist who spoke with Bourque ahead of her sentencing in Vancouver provincial court last year testified she will likely require supervision for the rest of her life.

Other doctors described her as a sexual sadist and narcissist with an anti-social personality disorder and sociopathic tendencies.

"It is clear that Ms. Bourque is a very unique and troubling case," Judge Malcolm MacLean said last November as he delivered what he described as "probably one of the most comprehensive probation orders I've ever done."

Adopted from a Romanian orphanage at the age of eight months, Bourque grew up in Prince George, B.C. While in high school, she admitted to having the urge to "kill someone," the judge said.

After graduation, she enrolled in criminology and psychology at Simon Fraser University.

While living in residence last March, she told another student she had disemboweled and dismembered cats in the Prince George area and that she fantasized about getting a gun and shooting a homeless person.

She also said she wanted to kill someone in residence and was taking forensic classes because she wanted to "get away" with something in the future.

The classmate told campus security, and police were alerted.

Bourque was initially arrested under the Mental Health Act and a search of her residence turned up a blue nylon bag with a kitchen knife, a razor blade, three large garbage bags, a hypodermic needle and a mask.

Police also found a video showing her killing the family dog. Another video showed Bourque torturing and killing the family cat.

Bourque's mother has said she does not want her daughter living in the family home.

"While intelligent and articulate," MacLean said. "She had a preoccupation for causing pain."

The probation order will be reviewed in three months.

Close a few more psychiatric hospitals to save a few more dollars.

What a shame this girl is so lost in her darkness.
She's seemingly damaged beyond repair.
The sad part is, that there is ALWAYS hope...hope that this person (or that person or the one before them or the one ahead of this one...) can still find a place to be a positive contributor to society or perhaps in the bigger picture of humanity itself.
The problem is, she cannot be trusted now. There is no way she can be left alone with all backs to her without fear of someone getting harmed.
Before I'd close the book on this broken spirit, I would be looking into her upbringing from the moment she was adopted onward.
Seems to me an infant doesn't carry so much hate and anger from a past...but I do know an already developing young mind sure can be messed up if it's treated poorly and nourished with all the wrong stuff.
Before the book is closed...the adopted parents need to be investigated as to their input or their lack of output. All systems surrounding the raising of that child and the development of that young mind need to be investigated and all of those that can be held accountable, should be.
This young girl did not make all the wrong choices and find herself in the middle of a mental hell all on her own.

What a waste...

This is a person with a known history of gruesome violence, having no conscious and training to be able to get away with future crimes. The public warning is definitely warranted but she should not be out in the public in the first place. I really, really hope I'm wrong but she is the type of person we will look at in the future and say "If only we could have stopped her."

Well if we still had government funded psychiatric beds.....

Cut a few more dollars from the budget for programs that help these people then when all Hell breaks loose and somebody gets killed we can stand around, scratch our heads and wonder why. It is absolutely disgusting that we have collectively as a society turned our backs on people like this woman by cutting funding for places or programs that help them or at very least, keep them away from society via long term psychiatric care! But no, we instead wring our hands in angst wondering how do we prevent her from hurting someone.
She hasn't failed, we have, by allowing our social safety net to crumble without even a whimper or protest.
Just remember, Christy Clark spent HALF A MILLION DOLLARS and fancy restaurants, hotels and day spas in one year. Wonder how many dangerous psych cases that money could've taken off the street?

The Premier spending money on other stuff is irrelevant. I imagine she is free because we have no legal way of containing her at this point.

It is relevant. Those BC Liberals have been on slash and cut free for all since 2001 at the same time lining their pockets.CC can spend a half million dollars a year on herself on my dime but we can't give appropriate psychiatric treatment for this person, whom statistically we know will re-offend? The reason we lack resources is because the BC Liberals have taken them away under the guise of "lack of money." Right.

Actually the damage to this person likely happened prior to her adoption, possibly it began prior to her birth if she was exposed to alcohol or other harmful chemicals. If she did not receive nurturing and attuned caregiving as an infant (and if she was in a Romanian orphanage, then she did not), her brain would not develop properly. Adoption, even by the most loving of parents, often can not repair this brain damage. The field of neuro-science has grown in the past decade and researchers can now take pictures of the brains of psychopaths and see areas of the brain that are either missing or not developed. One area is that of conscience or moral reasoning and empathy. The attachment literature, research papers and books, of Allan Schore and Bruce Perry and others speaks to this. There have been many issues with adoptions from Romania and Russia, as well as other countries, due to what the children experienced there.
No one "needs to be investigated" here. It is likely this woman experienced well-documented difficulties throughout her school years. She is both a victim and a very real danger to others.
It's possible to do all the right things and still get a bad result.
