How about a will where the signature has been witnessed by a lawyer or gov't agent.

Statements have been made as to why this person doesn't have ID most of us view as normal, and the reason given is nonsense.

You realize that would require a picture and obtaining one is far more invasive than other photo ID.

I find it strange that it would be acceptable to be vetted by the British Gov't including photo but unacceptable to provide the same info to the Canadian Gov't. This person obviously has something to hide. Perhaps they should consider moving to Britain to milk the services there rather than here.
