As a demonstration and social experiment to prove whether it works or not, perhaps we should do a 10 or 15 year trial period of public lashing to see what kind of recidivism rate results. Select several types of crime, distribution of child pornography should be one of them, and make part of the punishment a lashing, in public, part of the punishment. And make the flogging public and televised, and make sure the local high schools attend and watch what can happen if you step out of line. Hard medicine, to be sure, but it might make these exploiters of children think twice.
