honesty is not something i expect from the rcmp. sure they should be honest, but history and the present shows us that the rcmp are completely unwilling to answer simple questions, honestly or otherwise, and as well they routinely put out false media reports to deceive the public. but this example, performing a huge, long, expensive fantasy play for a man that is obviously mentally handicapped is beyond atrocious.


Back to the OP...The RCMP "sting" has to have enough evidence for a conviction. If you have one drink with someone and they tell you they killed someone, that's not going to get a conviction. Details are needed and they tend to come out over time as suspect trusts those officers attempting to gain information.
As to the suspect having a child's mental capacity...it could be more complicated than saying he is like a 5 year old. Often those with intellectual challanges do not perform at the same level on all aspects of testing. I do not know the anything about Mr. Balbar, but if he suffered a head injury or had exposure to alcohol prior to birth, his testing may not be uniform. Some can have average IQs, but extremely low executive functioning. Some can have low IQs and low executive functioning, but can pick up social cues and speak so well that you wouldn't know they had any cognitive issues. They could tell you in detail how to do something, but they themselves would be unable to do it. (For example, tell you how a baby should be cared for but then be unable to look after one.) As already mentioned, Mr. Balbar has had 4 decades of life experience. He will know a great deal more than a 5 year old.
It's possible to do all the right things and still get a bad result.
