I have always thought public lashings would work well as a deterrent. Hey some of the Muslim countries do things like cutting your hand off if you steal. Maybe in the not too distant future a lot of our problems will be solved.
Consider how hard it is to change yourself and you'll understand what little chance you have of changing others.

The happiest of people don't necessarily have the best of everything, they just make the most of everything that comes their way.

It's hard to steal if you have no hands, that's for sure.

... except if they went into an underground parking lot (not that drug dealers ever go anywhere like that), outside of cell tower range (no big deal though as that only concerns about 90% of the province), or if the weather ever got inclement (that never happens anywhere in BC). Talk with some people who actually use the available technology. The latest electronic monitoring equipment (GPS) being used in BC right now is the most up to date in the country. It does not use injectable implants (we're not quite there yet) but while we are not dependent on land lines anymore there are numerous circumstances where the new technology will fail or not work in the first place. Still, these fantasies help us to continue and ignore the more systemic issues.
