Like most Governments those with disabilities are not a priority and are given very little to live on, which is usually well below poverty line.

Questioning whether a person is truly disabled or not is pretty disgusting thinking. There's an extremely rigorous process to actually be accepted. Most people, despite the nature of their disabilities, are actually denied during the first application process and even the second. I was told it's a way to weed people out. Not only that, a government official quite often will call the doctor who submitted the application and ask extremely specific questions. It's actually a really grueling process and can take up to a year to complete if not more depending on how many applications are denied

A lot of people don't have money for a phone and end up going for these "deals" where one pays $0 right now but agrees to a heft monthly price tag for data, etc. Wouldn't be surprised if this is the case with this lady. Not only that, as other people said, a decent data plan for lots of calls can be pretty pricey, like $70+.

You have no idea about the nature of her disability and how many calls she has to make a day to maintain her well-being. Throwing out the "young people are entitled card" and pre-judging this person without knowing the facts is low - EXTREMELY low

You didn't say it in this post, but in another one you said this lady can simply go to a library for internet. Yes, a perfectly mobile person can do this. Again, you don't know her circumstances

It's a first step, but needs to be tied to inflation.

The last 2 times people with disability got an income bump,
Rent went up exactly that amount.
We have one of the few affordable rentals in Kelowna
As of Jan 1 we gave our renter 6 months notice that the rent would go up.
Just enough to cover the extra Hydro, gas, taxes.
So far it is running about $37 a month more than last year.
So the HUGE increase is not going into the landlords pocket.
It is going straight back into ...the corporate government pocket.
FYI
For residential tenancies, the standard allowable rent increase for 2017 is 3.7%
3 months notice required.
