Unemployment is at 90% on that rez, and 15 year olds are stealing cars and conducting gang warfare. It's probably the roughest reservation in BC.

Call me naiive but poverty alone cannot explain the deliberate cruelty and abuse of animals.

its not just poverty its alcoholic mothers and fathers raising kids they should have never been allowed to have.its a culture on a lot of reservations and has been for years. theses parents were raised the same way.A lot are not a very intelligent species. The federal government is giving billions of dollars in cash, grants and freebees but the reserve leaders are corrupt and often violent and therefore condon theses situations

Exactly, and a lot of homeless people treat their pets well. It's a good thing they are friends with animals and stewards of the land or there might be cause for concern.

It's not poverty alone. It's the aberrant behaviours that stems from generations of poverty and lack of education. It builds over generations.

Does this mean they would have treated animals the same before the white man when they had no money or education?

What do you mean by "they"? It's not a race thing. It's on a family or community level regardless of race.

It's just that they're known for their abuse of dogs:

A little of the same treatment would be justified.

I would say poverty or boredom are definitely not the reason why someone would do this, mentally deranged would be the reasoning. No normal person does crap like this.
