House Insurance
I have lived in a duplex for 10 years. I am the owner of my 1/2. I have a separate title than the people on the other side. Why is BC the only province that requires duplex owners to have two separate policies? One for the building and a separate one for contents. ..And how can other provinces do it differently? And furthermore, how can we implement change in BC?
Insurance costs me about $1500 every year (450 for contents and 1050 for building insurance for my side)

I'd be surprised if it was "B.C." making that requirement, which implies the B.C. Government, rather than the insurance companies. But if you redefine your question to one of why do insurance companies operating in B.C. make that stipulation, continue on. Contents insurance usually implies tenancy rather than ownership in my limited experience with these things. Your total insurance cost doesn't seem out of line as I compare it to mine in a single detached house. Well, maybe a bit high, possibly because your neighbour is equally in control of whether to burn the place down through negligence, idiocy, & etc.

u should look for a different insurance company your policy should be under a $1000.00
house @525,000 outbuildings 78,000 personal property 420,000 additional living exp 105,000
liability 2,000,000.00 sewer back up /water damage included
$868.00

Before you sign/agree on your house insurance, read & understand what you are covered for as well what you not covered for. As well any and all clauses that are in insurance, if for any reason you do not understand something ask for clarification (again before signing).
Just so when you need to make a claim their is no surprises.

its what the house is insured for if its a total loss also to note I have a $1000 deductable
