You gotta remember that they say BC workers are Lazy. So they have no choice to bring in workers from elsewhere.
I noticed that they didn't mention if the additional workers are from Canada or imports.

BC and Alberta are both parties to the Trade, Investment & Labour Mobility Agreement (TILMA) of 2006 that ensures the free movement of investment dollars, goods, services and workers between the two provinces. This has allowed countless BC residents, businesses and contractors free access to employment hotspots like the oilsands. I do believe a BC first policy would run against that agreement, at the least it would be an extremely bad political move considering BC is seeing an economic upswing and our neighbours to the east are enduring quite the opposite.

If we want to be able to work in other provinces such as the Alberta oil sands then it is only right that they can work here. Also many of these jobs are specialized is it possible that we do not even have enough of the right people and must import. In all the sites I worked on over the years there were people from across the country. I now a fellow who works in the oil industry that actually travels across North America because he is one of very few specialists. I would think those are pretty fair averages and hopefully most of the remaining workers are Canadians. With our unemployment levels right now we should have enough home grown workers in Canada.

As far as Mr. Bennett I will give him the benefit of the doubt as I'm sure those numbers fluctuate continuously and there are probably times when they are higher than 75%.

Exactly. And the workforce is currently numbering pretty low, somewhere around 500 I remember reading somewhere so that a 1% change means only five workers coming or going.
