Building new refineries might no fly, but recommissioning closed ones would likely be feasible.

Consider this for a moment from another angle, that of public sentiment. A PR war against the burning of fossil fuels in general has been going on for some time, and has been successful to the point where the general public sentiment is burning oil = bad. The right or wrong of that is beside the point, it is what it is. Public sentiment means votes, and votes means that the politicians in power will side with their electors. At this point in time it looks like the writing is on the wall for the burning of fossil fuels. We are already seeing instances where the cheapest choice is not necessarily the course taken, that choices favouring environmental concerns over financial concerns are happening more and more often.

It is pertinent to this discussion, because they talk about an oil price crash of permanent nature that will drop oil prices to a level that will render bitumen production in Alberta a moot point. The $20/bbl price they speculate about is below cost for bitumen producers...

Oilsands stock should be a short term investment? Things are picking up in that area at the moment, but like I said, the writing is on the wall...
