Police warn of sex offender

The Parole Board of Canada assessed Takahashi as a moderate to high risk to reoffend, in a report just one month ago.

Police say he poses a risk of significant harm to the safety of teenage and adult females.

Takahashi is subject to the terms of a day parole supervision order, and will be residing at a halfway house.

He is described as 63 years old, Asian, five feet nine inches tall tall and 154 pounds. He has short, grey hair and brown eyes and wears glasses.


This has to be the most ridiculous thing I have read recently. Our judicial system is a total mess. How is this possible?

1) He is serving a life sentence. Sentenced to three concurrent life terms, plus 73 years!!
2) HE IS SERVING A LIFE SENTENCE!
3) One month ago he was at a high risk to re-offend.
4) They let him out anyway!!!

I am so sick of reading about things like this. How can they even say he is serving a life sentence? The only people serving a life sentence are his victims.

My heart goes out to his victims. Ridiculous!

just a matter of time before he ends up back in jail ,hopefully not at the expence of a new victim, we can thank the parole board for that, :-X

Reprehensible situations like this happen because our system of Justice is built on a theoretical interpretation of our laws, policies and Rules as imposed by Judicial Decisions in Criminal Court.

Such Theoretical Interpretations are at times completely inconsistent with the real world in which the average Canadian Citizen is required to live. The huge leeway permitted defense lawyers by Criminal Court Judges regarding their interpretation of the truth is one of the main causes.

Truth and Justice are merely bystanders in the whole process. I wonder if an additional victim has to pay the price to again identify the serious deficiencies of our Criminal Court Process as determined by the Judge and Lawyers who determine the process.

TOTALLY, TOTALLY am disgusted with how the Parole Board has allowed this man to be paroled when he has fantasies and inclinations to reoffend ! ! ! How can this possibly happen?? We need to be vigilante and wary of such horrific people. From what I gather, this person has restrictions, but, as we all know, they don't adhere to the restrictions. And, how, when he has 3 life sentences to be served concurrently, how can he be eligible for parole?? Absolutely RIDICULOUS ! ! ! I don't know who all is on the Parole Board, but, they all need to be fired and sensible people hired. I hope, too, that the next victim he encounters sues the government AND the Parole Board for what the pain and suffering he will have inflicted on her. Shame, shame, SHAME on the PERMISSION TO RE-OFFEND BOARD. DISGUSTING ! ! !

when he most likely reoffends we should all hold the judge and parole board members personally responsible, its pretty clear this guy should never be let out.this one is a no brainer

I'm certain the Board would like to have a funeral.
However, this is Canada and we have so many bleeding hearts including Judges that it is out of their control. Sadly, you can't break the law to keep this individual or others locked up for ever. Even LIFE does not mean for ever in Jail.

And just who is going to monitor this list of conditions 24/7???

"As a condition of his parole, Takahashi must abide by the following conditions:
•not to consume, purchase or possess alcohol
•not to consume, purchase or possess drugs other than prescribed medication and over the counter drugs taken as recommended by the manufacturer
•participate in a treatment program for personal and emotional issues and sexual deviancy
•not to purchase, acquire, possess or access pornography or sexually explicit material in any form or type of media
•no direct or indirect contact with his victims or any member of the victims' families
•not to attend any college or university residential area, without the written permission of your parole supervisor
•must remain within the city proposed by Correctional Service Canada unless pre-approved by your parole supervisor
•a curfew from 9 p.m. to 6 a.m., except for work-related reasons and only with your parole supervisor's written agreement
•not to pick up or convey any female passengers while driving
•not to own, use or possess a computer, or any technological device that would allow unsupervised access to the Internet
•immediately report all intimate sexual and non-sexual relationships and friendships with females to the parole supervisor"


We won't hear of a breach until AFTER it happens...just disgusting that this creep is out!!!

The sad and scary truth is that no one is going to monitor him 24/7. And there is no way to tell if he is with a woman or a female child at any given time.

It is a direct result of the PE Trudeau ;aw that the possibility of reforming the convicted but still dangerous criminal must take precedence over everything else. That includes the well being of the victim and the probability that he will offend another victim and possibly kill her because he let the last one live and she testified against him.

We have to get the extreme leftists, including a significant number of Judges. who deal only in theory and not reality out of the Justice System.
