Just going to toss in my 2 cents.
Do you not think it more realistic to withhold some firefighters to replace exhausted firefighters instead of throwing them all in and having no re-enforcements?

I kind of agree but moving sandbags is hard exhausting work. So are they really good replacements if they've been hauling around thousands of pounds sandbags? Nope.
Time to stop heaving the bags and get out and replace some of the crews now. Give those crews out there a chance to rest as they are going to be needed all summer.
