100 convictions out of an estimated population of 1,160,000 plus? Hmm, check my math, but that's 8.6 convictions per 100,000.

Nationwide in the US there were 18.2 arson offenses for every 100,000 inhabitants. http://ucr.fbi.gov/crime-in-the-u.s/201 ... rime/arson

I'm going to suggest if there is a dirty little secret, it's that the us fire administration is less than perfect, but doing far better than good, at weeding out those that might be so inclined.

Seems to me, it's a fairly huge stretch to even remotely imply arson or firebugs, when clearly this is just a case of poor judgement. Note to wildland firefighters everywhere don't light campfires during a fire ban - especially when there's civilians with cameras around.
