Gee, what happened to the NDP saying we will do what we can to stop the Transmountain pipeline? They even made an agreement with the Green Party to stop the pipeline. Is there trouble in paradise already??

Another NDP promise bites the dust.

Pointing out a key NDP promise has been eliminated. It also breaks the ndp/green agreement.
You're ok with broken campaign promises then?

Weaver should have asked for payment in advance. In a statement to HuffPost, Weaver said: "I hope the change in language we've seen in the Ministerial mandate letter isn't indicative of a change in the NDP's position on this project." He added that the Greens have always been clear on their position on the Trans Mountain expansion project.
...
As the Greens and the NDP were negotiating an agreement that would allow them to defeat the Liberals and give the New Democrats a stable minority government, Weaver made it clear their joint opposition to the pipeline was a key factor to his party backing.

From the top linked article
So they pulled a Trump. Anything they do will be taken in context of their promise to "ban" the pipeline.
Energy law expert James Coleman says because the NDP has been so explicit about wanting to stop the pipeline, it now has to be very careful to avoid appearing as though it's deliberately delaying the project or acting in bad faith.

Sometimes it helps to read the whole news article rather than just the headline. It's quite obvious there will be roadblocks on the construction of the pipeline, but it will be done in such a way that the government (we) won't end up with a lawsuit on our hands.
