I hope no govt is dumb enough to fall for this. Tracking seed to sale wont stop the blackmarket.low price and safe product will.

there is no tax benefit to tracking it so they won't

what they might do is track production levels to make sure they get their fair share.

When I worked in a medium sized winery we got audited every year. If you crush 1000L worth of grapes but only produce 990L of wine you have to account for your loss and explain evaporation, filtration etc. painful
