The reservation system for both BC Parks and the National Parks is greatly flawed. Tourism operators use computer programs to pre-book literally thousands of Provincial and National sites (Jasper and Banff etc) as soon as the reservation booking day opens for the year...The tourism operators then sell these pre-booked sites along with motor home packages to whoever is willing to buy them. It’s great for the tourism economy, but local people more often than not have difficulty booking into a Provincial or National campground within a days drive from home. I’ve had BC Parks contractors and Federal Parks employees tell me how frustrating it is to put up the “campground full sign” when there’s obviously unoccupied sites, however those empty sites have been paid for by the tourism operators just in case someone wants to book a vacation package.
Provincial and National parks should be first come, first served, or at the very least no more than 25% reservable. If you want a reserved campsite, use a private campground.

B.C. Parks made changes this year, reducing the length of stay at popular campgrounds and making reservations non-transferable, to try to clamp down on the problems and make access more fair."
Non-transferable reservations cuts the tour operators pretty much out, scalpers too.
